About OECC

ext to life itself, God's most precious gift is sight.  Our office is dedicated to assisting you in caring for your eyes.  Having your eyes examined can be pleasant, painless and easy.   We try to make it that way.  We take all the time necessary to give you the best possible eye care in a comfortable, friendly environment.

Our Doctors

obert W. Branch, O.D.
A native of York County, SC, Dr. Branch attended Clemson University and is a 1978 graduate of the Southern College of Optometry in Memphis, Tennessee.  He has been in private practice since 1979.  Past president of the Seven Oaks Lions Club, he was also named an Outstanding Young Man in America.  He is a member of the American Optometric Association, SC Optometric Association and Central Midlands Optometric Society.   His wife Jane is a registered optometric assistant.  The couple have two children.

imothy A. Stafford, O.D.
Dr. Stafford grew up in rural Indiana, did undergraduate work at Babtist College in Charleston and graduated from Southern College of Optometry in 1981.  After working with an ophthalmologist in Georgetown, he joined Dr. Branch's practice in 1985.   A resident of Newberry, he is a member of the American Optometric Association, SC Optometric Association and Central Midlands Optometric Society, and is a past president of the Newberry Lions Club.

.L. "Rick" Milne, M.D.
A native of Columbia, Dr. Milne graduated with honors from the University of South Carolina, where he was named to Phi Beta Kappa.  He graduated with honors from the Medical University of South Carolina and is a board-certified ophthalmologist.   He served as chief of ophthalmology at Moncrief Army Hospital at Fort Jackson.   He and his wife, Teresa, have two children.
